Tokyo Development Learning Center (TDLC) joined the technical mission of the Madagascar Integrated Urban Development and Resilience Project for Greater Antananarivo (PRODUIR) from May 22-25, 2023, with Japanese urban experts, who shared their expertise and experience, and supported the assessment of the project’s implementation to enhance design and activities.

The mission involved knowledge exchanges, project area site visits, discussions among the Ministry of Planning and Territorial Development, the Project Implementation Unit, Project Management Unit and the fokotany (local commune chiefs). The Japanese experts unpackaged the Japanese experience in managing large-scale flooding, and introduced several types of nature-based solutions, as well as waterfront regeneration, landscape, and citizen engagement cases. It was followed by a brainstorming discussion by the participants on how the introduced Japanese experiences and knowledge could benefit the implementation of their project.

As one of the main objectives of PRODUIR is to enhance urban living conditions and flood resilience within the selected area of Greater Antananarivo, the mission also conducted a scenario-based implementation design exercise to help conceptualize upgrading the specific project site of Andavamamba retention pond area.

TDLC plans to further discuss the technical assistance activity with the World Bank task team as a follow-up to this mission.
