The Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF) is a trust fund managed by the World Bank that provides a coordinated financing and support mechanism for the Government of Ukraine to sustain its administrative and service delivery capacity, conduct relief efforts, and plan and implement Ukraine's recovery, reconstruction, and reform.
Backed by 19 governments, the URTF – co-chaired by Ukraine and the World Bank – has committed $2.8 billion in grants for Ukraine's recovery and reached over 20 million Ukrainians with essential services.
- Early Mover: Provides early grant financing that helps launch recovery and reconstruction projects and respond quickly to emerging needs.
- Catalytic: Having committed $2.8 billion in grants, URTF has enabled $8.9 billion in development financing, including $4.8 billion of private capital.
- Flexible: Channels donor funding to priority needs identified by the Government of Ukraine and can adapt to evolving conditions on the ground.
- Aligned: Supports Government-led recovery priorities and reforms that contribute to Ukraine's long-term development, the IMF program and the EU accession agenda.
Supporting Ukraine's Recovery and Reform
Russia's invasion of Ukraine has inflicted a devastating human, social and economic toll on the country. As of December 31, 2025, Ukraine's reconstruction and recovery needs over the next decade are estimated at $588 billion (RDNA5).
The URTF is an important element of the financing mechanisms supporting Ukraine. It is a fast and flexible platform that allows the World Bank to prioritize and channel donor funding to the most urgent development needs identified by the Government of Ukraine.
The URTF is supported by contributions from Austria, Belgium, Canada, France, Germany, Iceland, Indonesia, Ireland, Japan, Latvia, Lithuania, the Netherlands, New Zealand, Norway, the Republic of Korea, Sweden, Switzerland, the United Kingdom, and the United States.
Delivering Results
URTF-supported projects have delivered results across Ukraine, including:
- restoring electricity supply for an estimated 3.5 million customers and heating for 1.5 million residents through REPOWER
- supporting housing repairs for more than 130,000 households through HOPE
- delivering over 7 million doses of essential childhood vaccines and expanding primary healthcare examinations for more than 11.7 million people through HEAL
- helping more than 87,000 farmers sustain agricultural production through ARISE
URTF-supported operations have enabled more than 48 million service deliveries, helping 20 million Ukrainians maintain access to essential services while laying the foundations for recovery and reconstruction.
