TDLC pays a courtesy visit to Sapporo City

Sapporo City, located in Hokkaido, is Japan’s northernmost designated city. The city has a population of approximately 2 million, making it the fourth largest in the country by population. Unlike many Japanese cities that evolved through centuries of historical growth, Sapporo’s development was guided by the national government following the Meiji Restoration, drawing heavily on Western knowledge and techniques. This distinct origin is reflected in the city's unique character - a harmonious blend of natural landscapes and Western influence. Sapporo gained international recognition as the host of the 1972 Winter Olympics and has since become one of Japan’s top travel destinations, welcoming visitors from around the world.

In May 2025, the World Bank Tokyo Development Learning Center (TDLC) visited Sapporo City and met with Mayor Katsuhiro Akimoto and other city officials. The mayor shared the city's urban development initiatives, including energy conservation.

During the winter, temperatures in Sapporo can drop below freezing and snowfall is common, making energy consumption for heating a major issue. The city has been promoting energy conservation measures such as highly insulated buildings and homes. This knowledge could be useful for cities in temperate countries.

Sapporo City has also been focusing on shifting from government-led urban development since the Meiji period to urban development engaging citizens and the private sector. For example, the ground level and underground of Sapporo Station area have been developed into walkable and attractive spots. This project is a good example of effective public-private partnership – an idea concretized through full participation of local businesses and citizens from project development until operation.

Sapporo City and TDLC are discussing potential participation of Sapporo in the TDLC City Partnership Program as it can offer practical knowledge that can be useful for cities worldwide that also desire to be livable and sustainable cities.
