property tax management

For sustainable and inclusive urban development, securing stable financial resources is essential. Property tax is a valuable source of revenue that enables cities to be autonomous and sustainable, providing public services such as waste management and water and sewage services, and maintaining urban infrastructure.

Property tax is one of the critical themes in the Technical Deep Dive (TDDs), TDLC’s flagship knowledge sharing program. In collaboration with Yokohama City, which has important expertise of Property Tax, TDLC conducted TDDs on “Property Tax and Land-based Financing” in September 2023 and “Fundamentals and Innovations of City Finance” in April 2025. Presentations and site visits introducing city’s practical implementation of property tax were highly evaluated by participants from World Bank client countries and other instructors from Japan and overseas.

In order to have a broader audience in urban development access to Yokohama City's case study, TDLC, in collaboration with Yokohama City, has published a booklet, “Property Tax Practices in Japan -The Case of Yokohama City-.” The publication provides an overview of the practical aspects of property tax, including specific flowcharts and diagrams.
