Arimura, Professor of Political Science and Economics at Waseda University, explains how the Tokyo Metropolitan Government (TMG) aims to achieve net zero emissions by 2050, specifically by promoting energy-efficient technologies, renewable energy, and electric vehicles. He also discusses how Tokyo’s cap-and-trade program (where building owners can trade credits if they reduce emissions beyond the cap set by the TMG) can inspire low- and middle-income countries to adopt similar models.
