A South-South CDM Knowledge Exchange Program will be held in Wuhan, Hubei Province, on May 11-17. Program participants will include project developers and government officials from 25 countries in Sub-Saharan Africa, East and Central Asia and the Middle East. The Program is hosted by the National Reform and Development Commission (NDRC) and the World Bank in partnership with the Hubei Provincial Department of Science and Technology, Provincial Development and Reform Committee. It is co-sponsored by the Government of Norway, and organized by the Hubei CDM Service Center.
Over the last few years, China has had the most dynamic Clean Development Mechanism (CDM) program in the world. The CDM, part of the Kyoto Protocol, encourages green-house gas emissions reduction through the purchase of "carbon credits". As of April 2009, China is the number one country in terms of number of registered CDM projects (530 projects, 33% of the total), volume of certified emission reduction (CER) units (58% of the total registered), and actual certified emissions reductions (CERs) issued (44%). China has been, and continues to be, an important destination for CER buyers, who cite the benefits of China's large size, economies of scale, favorable investment climate and procedures, and experienced project developers.
With an objective to help expand the capacity of other developing countries in the CDM, the program will provide a platform for South-South experience-sharing on key challenges concerning CDM implementation. Participating countries will have the opportunity to:
- Discuss the strategies, policies and institutional measures adopted by the Government of China to promote and encourage CDM;
- Gain first-hand knowledge from Chinese practitioners and project developers on best practices for and lessons learned from CDM project implementation. A variety of projects will be visited, including in solid waste management, energy efficiency, hydropower, and biomass energy;
- Discuss the relevance and limitations of the Chinese experience to participating countries.
The six-day program will include a workshop and field visits to four operating CDM projects.
