PROJECT DESCRIPTION: The project objective is twofold: to further improve access of low-income groups to basic social services and to create an exemplary institutional mechanism, e.g., effective, efficient, and transparent, for providing social services in Yemen. The latter is to be achieved vis-á-vis refining social service delivery approaches and empowering local communities and councils to take charge of local development.
