The Provinces Join the Social Protection Dialogue

A new network aimed at improving social protection programs was launched today in the province of Salta, where the World Bank organized a workshop entitled “Social Protection systems: design, scope and governance”. 

“Our objective is to facilitate a space for discussion in the provinces so that teams implementing social protection programs can exchange experiences and improve the functioning and transparency of these programs,” explained Rafael Rofman, task manager of the project and Lead Social Protection Specialist at the World Bank.

This new Bank project, which will last for two years, is financed by the Spanish Fund for Latin America and the Caribbean and is aimed at improving governance and transparency in social protection programs at the sub national level.

“Through the Social Protection Policy Implementer’s Network, we will seek to better coordinate provincial resources with national policies, increase efficiency and coverage, facilitate access to information and strengthen monitoring of programs,” described Marcela Salvador, Social Protection Specialist at the World Bank. 

The workshops that will be given in the provinces are divided in four modules and include the theoretical aspects of social protection, an overview of the programs in the country, design and management features of the programs, and lastly, local experiences.  

In particular, the workshop will demonstrate the evolution of the different social security systems in the world as well as the current social protection system in Argentina, with the pension system, family allowances and unemployment benefits; complementary and active policy gaps will be identified and local experiences associated with the design and implementation, their complementarity or substitution with national programs and  implementation limitations and obstacles of implementation.  

The team leading the workshops is formed by, as well as Rofman and Salvador, Juan Martin Moreno, Ignacio Apella and Sarah Bailey, from the Social Protection sector of the World Bank. On behalf of the Provinces, government officials from the Ministries of Labor and Social Development academics, NGOs, and other experts who are involved in the implementation of social protection programs.

The project has already begun in Salta and the province of San Juan will join next week, after the first workshop has taken place.
