Session 1: Financing Sustainable Development with Sustainable Bond Transactions: Opportunities and Challenges

This session will focus on the challenges and opportunities of emerging market issuers in accessing the ESG bond market, particularly Sovereign and Sub-sovereign issuer experience in Southeast Asia. Topics covered will include:

  • Experience of issuing labeled green, social, and sustainability bonds;
  • Perspectives on mobilizing private investment for socially sound and sustainable projects that achieve greater social benefits, activities related to climate transition, hard-to-abate transition, and “just” transition, and the sustainable blue economy.

Taxonomies, Reporting and Disclosure to Motivate Investors and Issuers

This session will focus on the role financial regulators in Southeast Asia are playing to scale up sustainable finance and reduce climate and sustainability risks in the financial system; the urgent and decisive policies being implemented/considered in the following areas:

  • Sustainable finance regulations seeking to bridge the gap between financial prosperity and societal well-being and policies to incentivize investment in sustainability priorities (socially sound and beneficial projects, activities related to climate transition, hard-to-abate transition, “just” transition, and the sustainable blue economy);
  • Standardization of ESG investment terminology;
  • Clarifications of what activities are green and social, and
  • Consistent disclosure by issuers to help investors make informed investment decisions.

Panelists will share perspectives on implementation challenges and opportunities and what more needs to be done.

In this session, representatives from institutional investors (pension funds) will discuss the role ESG and impact play in their investment strategies, analysis and decisions, share lessons learnt in sustainable investing, and discuss the drivers that will make sustainable investing attractive in the region, particularly measures that will:

  • Enable the growth of the labeled bond market from the investor’s perspective;
  • Help reduce risk premiums and funding costs for investments in environmentally and socially beneficial projects and activities (socially sound and beneficial projects, activities related to climate transition, hard-to-abate transition, “just” transition, and the sustainable blue economy).
