Social Protection Labor and Jobs Core Courses 2018

The Global Social Protection and Jobs Core Courses comprise three parallel courses on:
(i) Social Safety Nets,
(ii) Pensions, and
(iii) Jobs and Migration.

The two-week Core Courses will provide an in-depth understanding of the conceptual and practical issues involved in the development of programs on social assistance, social safety nets, pensions, social security, jobs and migration. The Core Courses will focus on capacity building through hands-on training and business development. The participants will have an opportunity to learn from each other, share their knowledge and experience, present and discuss challenging issues from their own countries, and work together on new solutions.

Course Description

The course provides a platform to update information, data, take a stock of what is going on in the Social Safety Nets (SSN) engagements around the world. Last course incorporated the most recent developments – in particular Safety Nets Systems, Social Registries, Beneficiary Registries, and Integrated Social Information Systems, new generation of conditional cash transfers (CCT), Graduation from safety nets, the role of SSN in climate change adaptation developments of robust identification systems to better target, food based instruments, integration of SSNs with labor market programs, role of communication and gender-focused approach to SSN. The course also helps to address “frequently asked questions” about implementing safety net programs, such as the universalism and targeting in the design of SSN, defining the appropriate level of spending on SSN, productive role of SSN, the role of mobile technology in payments, the role of public works in LICs setting. The course is fostering South-South communication channels with a lot of interaction among the participants and mutual learning. In the latest course sessions on controlling Error Fraud and Corruption were delivered in a forum-style session. The highlight of the course are presentations that participants make to discuss specific issues of SSN design in their countries, and the last course has particularly engaging discussions around the World Bank Core Course on Social Safety Nets – April 30 – May 11, 2018 World Bank Headquarters - Washington DC - USA topics of financing SSN, payments, graduation, fragmentation and donor coordination of SSN, and Monitoring and Evaluation.

This year course builds on the latest developments in safety nets as integral part of social protection and labor systems. The presented material reflects the most recent policy developments, delivery innovations, and research findings by the World Bank and other institutions. It covers recent practical experience in safety net delivery worldwide - from advanced to middle to low income, to fragile states.

Course Description

The course is taught by recognized experts from the World Bank and other agencies, international organizations, academics, consultants and policy makers from around the world. It employs a mix of learning methods, including presentations, hands-on exercises, case-studies and group projects.
Module 1 includes:
Instructional presentations on the design and reform of public and private pension and social security programs;
Issues and options for design and implementation of supporting infrastructure and delivery systems including identification, collections and data management.
Presentations and applied cases using a diagnostic assessment and modeling techniques including the Pension Reform Options Simulation Toolkit (PROST), the APEX model of pension entitlements, the ADEPT household survey data analysis tool, and comparative analysis of cross-country data.
Exercises in which participants will need to formulate a considered policy program from various perspectives.
Module 2 includes:
Presentations on specific areas of pensions policy and implementation including coverage; identification and delivery systems; and pension regulation, supervision and investment management.;
Hands-on exercises in which participants apply the analytical tools provided and will need to formulate a considered policy program from various perspectives.
Informal lunch-time learning exchanges in which participants have an opportunity to share their experiences with pension reform challenges and reform approaches.

COURSE CONTENT
The two-week core course is taught by recognized experts from the World Bank and other agencies, international organizations, academics, and policy makers from around the world. It employs a mix of learning methods, including presentations, hands-on exercises, case-studies, and group projects. The course will be held concurrently with courses on Social Safety Nets and Pensions.

Job Creation in the Formal Sector includes: Participants, will learn about the Jobs Diagnostics tool, macro and fundamentals for job creation, private sector development, support to SMEs, and the role of urbanization policies.

Improving Productivity and Quality of Informal Work includes: Participants, will learn best practices in increasing the productivity of farmers and value chains, how to protect informal workers, getting incentives right, (taxation, business and labor regulations), entrepreneurship programming, identifying gazelles, and policies to encourage entrepreneurship

Connecting People to Jobs includes: Participants, will learn barriers preventing access to jobs (focus on youth, women, and migrants) and best practices in design of Active Labor Market Programs (ALMP).

Migration Policies: This course will integrate tools and diagnostics to provide evidence of the economic benefits of migration, to manage vulnerabilities and risks during the process of migration, and to create an appropriate mix of public-private mix of initiatives that create win-win outcomes.
