Focus Groups: City Climate Planner Certification Program

Under the Low-Carbon Livable Cities initiative, one component is the City Climate Planner Certification Program, which will be holding focus group sessions during the World Urban Forum. Certification programs are used in many professions to enhance practice standards and create a talent base to lead the profession. Following such examples, the City Climate Planner Certification Program aims to build the human resource base for improving and solidifying the field of city climate planning.

To assess the potential demand for such a program, we are seeking reaction and input from individuals working in the space of cities and climate change. We invite planners, consultants, local government staff, NGO staff, and other individuals working in the space of cities and climate change to participate in a 1-hour Focus Group session led by the World Bank’s team. Networking Event: Low-Carbon Livable Cities Initiative
Thursday, April 10 (12.15-13.45)

During this networking event, the World Bank and its partners will discuss topics and progress related to the new Low‐Carbon Livable Cities (LC2) Initiative, which was announced by the World Bank President Jim Yong Kim on September 25, 2013. The event will be structured as follows:

1. Overview of LC2 Initiative by World Bank team (20 minutes)

The Bank team will present the Initiative and its components ranging from City Climate Planner Certification Program, Climate‐ Smart Capital Investment Planning, Climate Action Planning Tool and City Creditworthiness Academy. The presentation will highlight how the initiative was composed and launched to strengthen cities’ capacity to plan and finance action on mitigation and adaptation.

2. How are others relating to the LC2 Initiative? (40 minutes)

Hear from representatives of cities and organizations that have participated in the program development and/or roll out.
• Participants of the City Creditworthiness Academy (held in Nairobi, 2013) share insights on how the Academy has been applied and is relevant to their cities.
• Participants at the Gwangju inception workshop on City Climate Planner Certification Program discuss their perspectives on the concept and issues identified at the workshop.
• The Rio experience speaks about the importance of creating a greenhouse gas baseline for benchmarking.

3. Open dialogue (30 minutes)

The audience will be invited to discuss the LC2 Initiative and its components, especially seeking feedback on how the Initiative could help advance the low‐carbon planning and financing efforts to a transformational scale, and how to empower cities with tools and capacity to drive their low carbon livable development.
