Issuance of Sanctions Board Decision No. 87

Pursuant to Sanctions Board Decision No. 87 issued in Sanctions Cases No. 249 and No. 251, the Sanctions Board imposes a sanction of debarment on Information Computer Systems CJSC (“Incom”), Mr. Alexander Fedchenko, Mr. Nikolay Dovzhenko, BMS Consulting LLC (“BMS”), and Mr. Sergei Savchenko with the possibility of conditional release after a minimum period of ineligibility of twenty-two (22) years and six (6) months for Respondent Incom, eleven (11) years and six (6) months for Respondent Mr. Alexander Fedchenko, eight (8) years and six (6) months for Respondent Mr. Nikolay Dovzhenko, six (6) years for Respondent BMS, and five (5) years and six (6) months for Respondent Mr. Sergei Savchenko. The minimum period of debarment for Respondent Incom shall be added to the minimum period of debarment previously imposed on Respondent Incom in Sanctions Board Decision No. 71 (2014).

These sanctions are imposed on the Respondents for collusive, corrupt, and/or obstructive practices in connection with a Bank-financed project. ​
