Silvia Carolina Lopez Rocha

Silvia Carolina Lopez Rocha joined the World Bank in 2016. She currently works on projects related to green hydrogen, energy efficiency, and renewable energy. Ms. Lopez Rocha is a lawyer with experience reforming policies and regulations to boost private sector investments in the energy sector. She has also collaborated with the OECD and the Inter-American Bank to foster the business environment in ECA and LAC economies. Prior to joining the World Bank, she was the Legal Officer at the Mexican-Chinese Chamber of Commerce, where she led negotiations between the Mexican Government and transnational enterprises to advance trade and investment in China and Mexico. She developed Public-Private Partnership projects (PPP) for infrastructure and energy projects. She previously worked for the United Nations Office in Mexico, where she developed human rights programs to protect vulnerable groups’ fundamental rights. She received her LLM in International Legal Studies from NYU. She speaks Spanish and French.
