When the Africa Human Capital Plan (HCP) was launched in 2019, it set ambitious targets to be achieved by 2023, based on the state of the region’s human capital and development challenges. At the time, Africa had 25 of the bottom 30 countries in the Human Capital Index (HCI, 2018), and was the region with the lowest HCI score. This revealed the stark reality that African children would achieve only 40 percent of their full productivity potential because of human capital deficits (compared to a global average of 57%).
