Community-Driven Development (CDD) - an approach that gives control of development decisions and resources to community groups and local governments - has been a core operational strategy for the Bank for more than a decade. Having started out as a response to channel development assistance rapidly in post-conflict and post-disaster emergency situations where there is a vacuum of functioning local institutions, the approach has been mainstreamed across a range of applications across different sectors and contexts. The World Bank currently supports approximately 400 CDD projects in 94 countries valued at almost $30 billion. The approach remains a key priority for many regions and a significant part of the portfolio of a number of sectors in the Bank.
The CDD Core Course provides participants with a comprehensive overview of the CDD approach and go over key issues involved in designing and implementing an effective CDD operation. This includes modules relating to institutional arrangements, mobilizing communities, M&E, social accountability, fiduciary arrangements and funds flows, as well as safeguards and scaling-up CDD. Specific application contexts (such as post-disaster or post-conflict) as well as objectives (such as livelihood promotion) are covered. Participants benefit from exposure to good practice examples and a variety of models and approaches used by ongoing CDD programs across the globe so that they can be better equipped to prepare and supervise their existing or prospective CDD projects.
The course is designed to be a "CDD 101" which targets those staff who have are new to CDD, but are interested in using CDD approach for better development outcomes. It is required that the participants attend all sessions for better understanding of the approach.
