Statement on Development Policy Lending for Democratic Republic of Congo (DRC)

The World Bank recently financed two Development Policy Loans for $250 million in June 2022 and $500 million in March 2023 to support a program of reforms in the Democratic Republic of Congo. Like other Development Policy Loans, this financing was provided only after policy and institutional reforms – also known as “prior actions” -- were accomplished by the government as agreed in the financing package. Unlike World Bank investment projects, where goods and services are procured for specific usages, Development Policy Loans provide budget support directly to the Treasury. The government is then able to use these resources as part of its regular budget.
