Project Description: The objectives of the project are to improve access to lower cost and better quality Information and Communication Technology (ICT) services, and enable the development of e-applications. The project will not support direct investment in infrastructure. However, it will facilitate increased access to ICT services by supporting the Government's efforts to implement the building blocks of an effective legal, regulatory, and institutional framework to foster competition in the sector and ensure that it delivers the promise of improved access.
