PROJECT DESCRIPTION: The main objectives of this project are (i) to strengthen fiscal decentralization, improve accountability in the use of local government resources, and improve management of the intergovernmental transfer system; and (ii) to increase access to infrastructure and services in unplanned areas of Dar es Salaam and to improve their operations and maintenance.
