The Ministry of Energy and the Public Establishment of Transmission and Distribution of Electricity (PETDE) in Syria, in collaboration with the World Bank, wishes to initiate dialogue with market players in order to gather information and opinions on the rehabilitation of damaged transmission lines and substations in Syria under the Syria Electricity Emergency Project (SEEP) to be funded by the World Bank.
The objective of the workshop is to:
The main scope of work under the Project can be broken down into the following:
1. Rehabilitation of two critical 400 kV high-voltage interconnector transmission lines in Syria that were damaged during the conflict, restoring Syria’s regional connectivity to Jordan and Türkiye.
2. Rehabilitation of damaged, critical high-voltage transformer substations and providing necessary spare parts and maintenance equipment. It is anticipated that at least seven substations will be rehabilitated, restoring approximately 600 mega volt-amperes (MVA) 400/230 kV, 750 MVA 230/66 kV and 510 MVA 66/22 kV of transformation capacity back to PETDE network.
Preliminary Procurement Strategy: All major contracts for rehabilitation of transmission lines and of substations are expected to be procured following an open international competition using Bank’s Standard Procurement Documents (SPD) for Plant Design Supply and Installation with a Single Stage two envelope method without Pre-Qualification/Initial Selection.
