- Overview
The Ministry of Transport and Infrastructure (MTI) of Mali, with World Bank funding under the Mali Nafa Soro Siraw (Mali-NSS) Project, is launching an Early Market Engagement (EME) for the rehabilitation and paving of the 137.668 km Diéma–Sandaré section of the Bamako–Dakar Corridor. The goal of EME is to gather feedback, assess market interest, and refine the project design to ensure procurement process success.
Key Objectives
- Gauge market interest and identify potential partners.
- Improve project structure and bidding documents.
- Address risks and optimize implementation.
Project Scope
- Paving of Diéma–Sandaré section in two lots.
- Urban road development (11 km), toll station rehab, and truck parking.
- 200 km of rural roads and related infrastructure in Nioro and Kayes.
- Future corridor sections to be rehabilitated with other partners.
Identified Risks
- Technical: Overloaded trucks damaging roads.
- Logistics: Distant material sources.
- Security: High-risk area; mitigation via conflict-sensitive design.
- Environmental & Social: Pollution, deforestation, GBV, resettlement, etc.
- Banking: Payment delays, currency risks, and transaction fees.
Mitigation measures include detailed safeguard instruments (ESIA, RAP, LMP, SEP, etc.) and a GBV Action Plan.
