The IDA21 final replenishment meeting will be held on December 5-6, 2024, in Seoul, Republic of Korea. This is a critical moment for global leaders and stakeholders to unite and reaffirm their commitments to the International Development Association (IDA), the primary source of concessional financing for the world’s low-income countries.
As many countries face increasing debt distress exacerbated by global economic challenges, the IDA’s role in providing sustainable and concessional financing is more crucial than ever. The resources mobilized during this meeting will directly impact efforts to combat poverty, promote social inclusion, and address urgent global issues such as climate change and economic resilience.
Donors meet every three years to replenish IDA resources and review its policy framework. Officials from the donor governments (known as “IDA Deputies”) and representatives of borrowing member countries ensure that IDA’s policy and financing frameworks are responsive to country needs and current challenges. IDA also engages with civil society organizations (CSOs), foundations and think tanks around the world when developing its policy frameworks.
The most recent replenishment of IDA’s resources, the twentieth (IDA20), was finalized in December 2021, resulting in a historic $93 billion financing package for IDA countries for fiscal years 2022-2025. The financing package is the largest ever mobilized in IDA’s 60+ year history. Learn more...
The Republic of Korea’s remarkable economic transformation is an outstanding example of what is possible with the right policies and partnerships. In 1960, a large proportion of Korea’s population was still living in poverty, and per capita GDP was only $158; by 2023 this had reached $33,121.
The International Development Association (IDA) played a catalytic role in Korea’s development journey from a post-conflict country—one of the world’s poorest at the time—into a high-income economic powerhouse. The country became an IDA beneficiary in 1961. By the 1970s, Korea had graduated from IDA and established itself as an IDA contributor. Today, the country plays an important role in global development, and partners with the World Bank across a wide range of initiatives.
