Clean Air, Climate, and Energy - Policy Opportunities for EAP and SAR

The World Bank, Energy Foundation China, and Peking University jointly host the regional knowledge exchange event entitled Clean Air, Climate, and Energy - Policy Opportunities for EAP and SAR, April 26-29, 2024.

Air pollution is the world’s leading environmental cause of illness and premature death, causing 6.7 million premature deaths per year. Air pollution is also a sign of global imbalances, as 95% of deaths occur in low- and middle-income countries. Asia, in particular, is an air pollution hotspot. Specifically, out of the 6.7 million premature deaths per year due to poor air quality, two thirds occur in Asia. Many countries in Asia are working in the battlefield for cleaner air. New air quality bills are being approved; clean air action plans are being implemented; and new technologies are being employed to strengthen monitoring, supervision and enforcement. Along this route, knowledge sharing and collaboration is extremely important. Working together will enable us to move faster and more effectively. This is also why the World Bank, Energy Foundation China, and Peking University jointly organize this event, to promote regional knowledge sharing and collaboration.

Title: 10–year air quality improvement – knowledge and lessons learned from policy makers’ perspective

Content: The keynote speaker will share his insights on China’s design and implementation of air quality improvement policy in the past decade, and knowledge and lessons learned through the journey: (1) the focuses and design logic of the 2013–2017, 2018–2020, and 2023 onward actions plans; (2) basis of determining air pollution control measures in the action plans; (3) the airshed approach for selecting key regions (initially JingJinJi, Yantze River Delta, and Pearl River Delta, to gradually extended to Fenwei Plain, and expanded–JingJinji regions); (4) Trickling national requirements down to province level and what each level’s role is in terms of implementing the action plans; (5) achievement of inter–provincial coordination and collaboration; (6) synergy between air quality and climate change; and (7) overall lessons learned and next steps

Source–apportionment based emission sources management speaker: Ms. Xiue SHEN, Deputy Director of Beijing Municipal Ecological and Environment Monitoring Center

The speaker will share the common practice of source apportionment analysis in China including how/where to obtain needed data, who does it, models used, and how long it takes and how often it is updated. Then the speaker explain policy making considerations with a focus on industrial source management with the target of reducing PM2.5 concentration (long–term measures) and reducing # of heavily–polluted days (emergency–response measures), including what industries long–term measures target; Via what instruments (emission standards? Ultra–low? clean production? what else?); and how to plan and implement emergency response for heavily–polluted days for industrial sector. A few important source categories may be covered including coal boilers, cement plants, power plants; supervision, enforcement, and support efforts from city level will be explained.

Role of environmental monitoring for policy making and implementation

The speaker will introduce the evolution of ambient air quality monitoring network in China; the siting of national–, provincial–, and city–own stations and how they complement each other; the investment and maintenance of these stations; the role of background stations and the super–stations; important considerations on siting; how was monitoring data used in the past on policy making; a touch up on low–cost sensors and mobile monitoring and how they supplement the stationary monitoring; considerations on IT–based monitoring network design its role in supporting supervision and enforcement.
