ECA Talk: Digital Governance in Action - Lessons from Estonia and Ukraine

When it comes to digital government, Estonia is a global leader, with 99% of government services fully accessible online. Filing a tax form takes as little as 3 minutes and business registrations just 15 minutes. Estonia pioneered e-voting in 2005. The government of Ukraine has invested in building digital capacity and developing public digital infrastructure. That has helped maintain the provision of basic government services to its citizens after Russia's invasion of the country. The Diia app, for instance, installed on 70% of the smartphones in the country, ensures that over 20 million Ukrainians continue to access more than 120 essential services.

This ECA Talk will examine the paths that Estonia and Ukraine have taken toward public sector digital transformation. It will cover topics including building civil service capacity for digital innovation, balancing investments in digital services with ongoing operational costs, and the joint efforts of Estonia and Ukraine in creating shared digital solutions that are both cost-effective and scalable.
