Launch of the Philippine Jobs Report: Shaping a Better Future for the Filipino Workforce

George T. Barcelon is the President of the Philippine Chamber of Commerce and Industry, the largest business organization in the country. He represents the private sector in the Industry Development Council and National Competitive Council. He is also one of three Philippine representatives to the ASEAN Business Advisory Council (ASEAN-BAC) and the Private Sector Representative to the LegislativeExecutive Development Advisory Council (LEDAC).

He is the President of the Integrated Computer Systems, a pioneer in computer systems and peripherals. An affiliate of ICS is the ICS-ICT Corporation, an IT-logistics company that operates out of Clark Special Zone and Cebu.

He is the President of Paramount Vinyl Products and Interpolymer Corporation, involved in the manufacturing of plastic sheeting and rubber matting.

He is also the President of Several, realty development companies that provides office space, commercial outlets, warehouse offices for ecozone locators and BPOs.

He is Chairman of Philippines Exporters Confederation, Board Member of Philippine Business for Education (PBEd), Director of Cardinal Santos Hospital Foundation and Member of Rotary Club of Makati.

Mr. David B. Bungallon is a licensed Chemical Engineer and an experienced Tech-Voc trainer, administrator and director, David B. Bungallonhas anchored his professional career in technical education & skills development. As the Executive Director of the National Institute for Technical Education and Skills Development of TESDA, he is taskedto helpre-position technical vocational education and training (TVET) in the context of the 4th Industrial Revolution and promoteits importance as a critical sector for education, social, and economic development. Bungallon is challenged to help the agency make TVET agile, flexible and responsive amidst the challenge of the digital and the rapidly evolving world of work.

Mr. Hans Leo Cacdac is the Undersecretary for Welfare and Foreign Employment of the newly created Department of Migrant Workers. Undersecretary Cacdac had been Administrator for the Overseas Worker Welfare Administration and the Philippine Overseas Employment Administration, as well as an undersecretary of the Department of Labor and Employment. Mr. Cacdac represented the Philippines as Vice-Chair of the Special Tripartite Committee of the Maritime Labour Convention, and as Vice-Chair of the ASEAN Committee on Migrant Workers. Among the many involvements of Undersecretary Cacdac in international policy formulation included chairing the ILO Committee on Domestic Workers, chairing the ILO Tripartite Workshop on Private Employment Agencies; and heading the Philippine Delegation in the ILO Experts Meeting on Formulation of Maritime Labour Convention Flag and Port State Inspection Guidelines. He is a Lifetime Member of the Integrated Bar of the Philippines (IBP), and was the 2010 Bar Examiner in Labor and Social Legislation. He is a member of the Faculty of the Ateneo de Manila Law School.

As the Vice President for Research, Advocacy and Partnerships of the Federation of Free Workers, Mr. Cainglet represents the FFW National President, acts as spokesperson; prepares policy papers, policy paper series, networks with trade unions, other CSOs, social partners and international organizations at the local, regional and global levels. He also implements projects supported by trade union support organizations, the International Labour Organization, and other national, regional and international partners.

Yoonyoung (Yoon) Cho is a Senior Economist at the Social Protection and Jobs Global Practice at the World Bank. She works on issues related to labor markets and social protection in developing countries including skills, entrepreneurship, migration, and jobs as well as safety nets focusing on the poor and vulnerable. She has extensive experience in development work covering the Middle East and North Africa, South Asia, and East Asia. In 2020, she relocated to the World Bank Manila office where she leads the Bank’s engagement associated with social protection and jobs programs in the Philippines. She guides a team that supports the country’s safety nets including the flagship program, Pantawid Pamilyang Pilipino Program (4Ps). She also leads the analytical activities and policy engagement on the jobs agenda that promotes more, better, and inclusive jobs.

Her research has appeared in peer-reviewed journals including World Development and Labor Economics as well as numerous World Bank publications and knowledge products.

Dr. Ndiamé Diop is the World Bank Country Director for the Philippines, Malaysia, Thailand and Brunei. He leads and provides strategic direction to the World Bank programs in these countries.

An economist by profession, Mr. Diop has been working at the World Bank for 21 years. Prior to his current role, he was for 4 years the Practice Manager of the Macroeconomics Department for South East Asia and Pacific countries, based in Jakarta and Bangkok. He has also previously worked in the South Asia and the Middle East & North Africa regions of the Bank. Ndiamé joined the World Bank in Washington DC as a Young Professional in 2000 and has published numerous articles and book chapters on fiscal policy and debt sustainability, monetary policy, trade policy and diversification, economic growth and poverty reduction.
