India Webinar Series on Climate Resilient Transportation

The World Bank - South Asia Region Transport Global Practice is hosting a series of webinars, workshops, training events on “Climate Resilient Transportation” in India, with the goal of raising awareness around the challenges and strategies to build resilience of communities through transport infrastructure, systems, and services in the country. It is also being held as part of the Lighthouse India initiative. The World Bank Group indeed supports systematic efforts to create and curate relevant knowledge and know-how, in particular generated within India, and disseminate it to the largest extent possible in the country for enhanced capacity building both at the national and state levels. These events provide an opportunity to leverage the international and Indian experience on climate resilience in the transportation sector, which is a key development issue in the current context. The ultimate goal of this series of events is to build a common vision and strategy to provide long-term resilient transportation infrastructure and services in rural and urban areas, among key stakeholders across the entire community (government, academia, think tanks, private sector, other developing partners) and decision-makers at all levels of governance.

It's time to build back better. The COVID-19 epidemic has wreaked havoc on our supply networks, businesses, and communities’ lives in unprecedented ways. It has also demonstrated the significance of predicting risks and planning ahead of time to minimize negative economic consequences. Roads, railways, rivers, airports, and other modes of transportation are essential for maintaining mobility and access to important services. Access to markets, jobs, schools, and social services is provided by reliable and sustainable transportation infrastructure, which is one of the backbones of a strong economy. These events are timely because they focus on building resilient transportation systems, networks and services in India by discussing topics including among others system network planning, design & engineering, operations & maintenance, contingency programming, institutional coordination & capacity, climate & disaster risk financing, urban resilience, innovative solutions such as nature based solutions & bioengineering, inclusion of social and community groups, etc., all within the "Building Back Better" framework.

  • Building Resilience Of

    In order to withstand and recover rapidly from a disaster or climatic events, transport infrastructure design and construction practices should integrate climate-resilient engineering measures in the most vulnerable zones. The event is the opportunity to present and discuss these climate-resilient engineering solutions and innovative construction techniques to mitigate impacts of flooding and landslides on transport infrastructure in India. Thus, focusing on the idea of building “Resilience Of” transport assets.

    Advances in construction technology mean that disaster and climate-resilient approaches need not sacrifice performance and cost efficiency. The event will also feature a roundtable discussion with key Indian government counterparts discussing their current experience, breakthroughs, and ongoing challenges.

    Guangzhe Chen

    REGIONAL DIRECTOR, SOUTH ASIA INFRASTRUCTURE, THE WORLD BANK

    Guangzhe Chen, a Chinese national, is the Regional Director for Infrastructure in the South Asia Region at the World Bank. He provides leadership and oversees the formulation and implementation of the knowledge and financing program in energy, transport and digital development in the region. The regional department has a portfolio of about 62 projects amounting to approximately $18 billion. Prior to his current position, Mr. Chen was the World Bank’s Global Director of the Transport Global Practice from November 2018 to June 2020 and the Senior Director for the Water Global Practice from October 2016 to October 2018. Before that he served as World Bank Country Director for Ethiopia, in Addis Ababa, and subsequently for Southern Africa, covering Botswana, Lesotho, Namibia, South Africa, Swaziland, Zambia and Zimbabwe, based in Pretoria. An economist by training, Mr. Chen has over 25 years of international experience in the field of sustainable development, infrastructure finance and management with the World Bank Group and the Asian Development Bank. Mr. Chen holds a graduate degree in Economics from Harvard University, USA, and B.A. in Economics from Zhongshan (Sun Yat-Sen) University, Guangzhou, China.

    Shomik Raj Mehndiratta

    PRACTICE MANAGER, SAR TRANSPORT GP, THE WORLD BANK GROUP

    Shomik Mehndiratta is the World Bank’s Practice Manager for Transport in South Asia. He has been at the World Bank since 2002 (except for a short break in 2015) working primarily in East Asia, Latin America, and Africa. Shomik has served in the past as the Transport Sector’s technical lead on urban mobility and climate-informed transport. In 2015 he briefly worked with Uber as Director of Policy; and prior to the World Bank he worked at CRA International, a business and economics consulting firm, based out of Boston MA. Shomik holds a PhD from the University of California at Berkeley and an executive MBA jointly from INSEAD and Tsinghua University.

    Arnab Bandyopadhyay

    LEAD TRANSPORT SPECIALIST, SAR TRANSPORT GP, THE WORLD BANK GROUP

    Arnab Bandyopadhyay works as the Lead Transport Specialist with the Transport Global Practice in the South Asia region of the World Bank and is based in New Delhi office. Arnab has active interest and expertise in diverse areas of transportation including highways and rural roads, maritime and water transport, multimodal transport and logistics and regional trade and transport facilitation.  He has several publications on Institutional benchmarking of transport sector agencies, construction industry development, innovative construction technology and materials, Road Safety and water transport to his credit and a regular speaker in national and international forums.  A Civil Engineer by education with a specialization in Construction Management, Arnab has worked with consulting firms in a wide-ranging transport infrastructure design and construction projects in South Asia, East Asia, and East Africa before joining the Bank in 2001.

    Leon Kapetas

    LEAD OF PROGRAMS-CLIMATE RESILIENCE & ADAPTATION SPECIALIST, RESILIENT CITIES NETWORK

    A hydrologist by training, Leon Kapetas is a Climate Resilience expert with a strong interest in Nature Based Solutions.  He is currently the Lead for Programs in Europe and the Middle East for the Resilient Cities Network.  Leon has gained experience in research and consulting environments across high- and low-income countries. He has previously worked with the World Bank on climate resilience assignments and has also worked in South America on water resources development in Andean catchments.  As Research Associate at the University of Cambridge, Leon developed techniques for demonstrating the value-for-money of NBS in climate adaptation planning. Leon is actively engaged in research and innovation multi-partner programs of the European Commission.

    Marinos Skempas

    SHORT TERM CONSULTANT, THE WORLD BANK

    Dr. Marinos Skempas has 35 years of experience in the design, construction, supervision, quality assurance and Climate Change adaptation/resilience and Disaster Risk Management of roads, highways, bridges, embankments, cut-slopes, tunnels, landslides, rock falls, dams, buildings and in large scale geotechnical, structural and highway/road engineering projects. Since 2011 he is involved as a consultant in various WB projects in Azerbaijan, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Serbia, Bosnia, Bulgaria, Moldova, Ukraine, Sri Lanka, Indonesia, Vietnam, Myanmar, Nepal, Malawi, Haiti, North Macedonia, and Tanzania. He also works internationally as an independent consultant for governments and other IFIs. He is a graduated Structural Civil Engineer of the National Technical University of Athens, with a M.Sc., and Ph.D. in Soil Mechanics and Geotechnical Engineering from Imperial College, UK.

    Jagdish Chander Sharma

    ADDITIONAL CHIEF SECRETARY TO THE CHIEF MINISTER (TRANSPORT), GOVERNMENT OF HIMACHAL PRADESH

    Jagdish Chander, an Indian Administrative Services officer, currently holds the posts of Additional Chief Secretary (ACS) to the Chief Minister and Additional Chief Secretary Excise & Taxation, Transport and IPR. Prior to his induction in IAS in 1991, he served in BHEL as an Engineer and as Assistant Engineer (Mech.) in HPPWD. ​ Following his induction into the IAS he has held several posts such as Sub Divisional Magistrate in Palampur, Kangra & Dharamshala, Additional Deputy Commissioner, Mandi and Spiti, Deputy Commissioner, Mandi and Bilaspur, Director, Department of Primary Education, Member, HP State Electricity Board, MD, HP Power Transmission Corporation, Excise and Transport Commissioner, Secretary to Chief Minister, Managing Director HPMC, Principal Secretary Horticulture, ACS HP PWD cum MD HPRIDCL, etc. ​He has a B. Tech (Mech.) from NIT, Calicut, Kerala and an MBA from Birmingham University, UK.

    Sekhar L Kuriakose

    MEMBER KSDMA, KERALA STATE DISASTER MANAGEMENT AUTHORITY

    Dr. Sekhar L. Kuriakose is the Member Secretary, Kerala State Disaster Management Authority and Head of Kerala State Emergency Operations Centre from 2011 onwards. He led the development of the institutional mechanism of disaster management in the State, the construction of a state-of-the-art headquarters building of KSDMA and the establishment of the State and District Emergency Operations Centres.  He is currently a Visiting Scientist at Centre for Disaster Resilience, Faculty ITC, University of Twente, The Netherlands on invitation wherein he fosters The Netherlands-Kerala Knowledge exchange collaborations on disaster resilience and supports in the education and research of aspiring disaster managers.  He holds a doctorate from University of Utrecht, The Netherlands, an M.Sc. in Hazard & Risk Analysis from ITC, The Netherlands and IIRS, ISRO, India and an M.Sc. in Applied Geography from University of Madras.

  • Building Resilience Through

    The webinar focuses on building awareness about the broader concept of resilient transportation, i.e., increasing the adaptative capacity of the most vulnerable communities through sustained transport connectivity and service delivery in the face of climate change and disasters. What is resilient transportation, beyond the pure engineering aspects, and what are the key pillars that should be considered more systematically by relevant stakeholders? 

    The event provides an opportunity to discuss and set out a new transition path towards the institutionalization of a more comprehensive and integrated approach to deliver climate-resilient transportation in India, i.e., focusing on the idea of building “Resilience Through” via enhanced system network planning, operations & maintenance, contingency programming, and institutional coordination & capacity.

    Junaid Kamal Ahmad

    COUNTRY DIRECTOR, INDIA, THE WORLD BANK GROUP

    Junaid Ahmad, a Bangladeshi national, is currently the World Bank Country Director for India. Prior to this assignment, he was the Chief of Staff, Office of the President. Prior to his work in the President’s Office, Mr. Ahmad was the Senior Director for the Water Global Practice, a position in which he brought a strong track record of management and leadership in the area of service delivery and international partnerships, combining intellectual and analytical rigor with strategic operational focus. Mr. Ahmad has also worked in the areas of urban finance and city management, service delivery in federal systems, and local government reform. He holds a PhD in Applied Economics from Stanford University, an MPA from Harvard University, and a BA in Economics from Brown University.

    Ajay Mathur

    DIRECTOR GENERAL, INTERNATIONAL SOLAR ALLIANCE (ISA)

    Ajay Mathur is the Director General of the International Solar Alliance (ISA). Prior to joining ISA, Dr Mathur was Director General of The Energy and Resources Institute (TERI).  At TERI, he spearheaded the move to accelerate action towards a low-carbon and cleaner economy through the promotion and adoption of renewable energy and green hydrogen in the Indian electricity sector, enhancing efficiency in buildings and industry, and promoting environmental quality. He earlier headed the Indian Bureau of Energy Efficiency and also served as the interim Director of the Green Climate Fund during its foundational period. Dr Mathur received a Bachelor’s degree in Chemical Engineering from the (then) University of Roorkee, and Masters and PhD degrees from the University of Illinois.  He has also received the Distinguished Alumnus Awards.

    Sandeep Poundrik

    DIRECTOR GENERAL, COALITION FOR DISASTER RESILIENT INFRASTRUCTURE (CDRI)

    Sandeep Poundrik is the Director-General, Coalition for Disaster Resilient Infrastructure. He has been overseeing the work of the CDRI Secretariat since its inception. Mr. Poundrik is from the 1993 batch of Indian Administrative Service, having work experience of more than 25 years. He has worked at national level including in Ministry of Petroleum and Natural Gas and National Disaster Management Authority. He has experience of heading infrastructure departments at state level including Urban Development and Energy. He has been associated with international organizations like Global Facility for Disaster Reduction and Recovery (GFDRR) and The World Bank. With bachelor’s in Electrical Engineering, he also holds Master’s in Public Administration in International Development from University of Harvard.

    Vijetha Bezzam

    Transport Specialist

    Vijetha is a World Bank Transport Specialist who joined the organization in 2020 and is currently working for SAR Transport GP in India. Vijetha has a wealth of knowledge and experience in climate and disaster risk management, particularly as it pertains to transportation and infrastructure. Her goal is to reduce risk by creating safer communities and long-term infrastructure. She has been aiding with the execution of lending operations as well as giving support and guidance on climate and disaster resilience initiatives for all sub-sectors of transportation (highways, rural roads, urban roads/mobility, railways, waterways, airways, and logistics). Vijetha worked for private construction and consulting firms for over a decade before joining the Bank, where she supported a wide range of national and international projects involving transport engineering & planning, traffic modelling, disaster resilience, and construction management. Vijetha has a Master of Science in Civil Engineering for Risk Mitigation from the Politecnico di Milano in Italy, as well as a Bachelor of Engineering degree in Civil Engineering from Andhra University in India.

    Oceane Keou

    Senior Transport Specialist

    Oceane Keou is a Senior Transport Specialist at the World Bank. Oceane has been leading the preparation/implementation of lending operations and advisory engagements focusing on promoting climate resilient connectivity along major highway corridors and in rural areas. As a Climate Focal Point, she developed the Flagship Resilient Transport Guidance Note and has been supporting the Transport GP in defining the climate resilient transport global strategy. Oceane joined the World Bank in 2013 working in Europe and Central Asia on transport and trade development projects as well as urban transport systems reforms. Prior to joining the Bank, Oceane worked at the French Ministry of Sustainable Development in Paris supporting implementation of the Grand Paris Express Project – largest transport project in Europe, as well as at the Rudin Center for Transportation Policy and Management, and at the United Nations Secretariat working on transport planning and performance management systems. A French national, Oceane holds a Master of Civil Engineering and Planning from the French Ecole Nationale des Travaux Publics de l’Etat, and an MPA in International Development Policy and Management from New York University.

    Constantine Samaras

    CERCA DIRECTOR, CARNEGIE MELLON UNIVERSITY

    Constantine (Costa) Samaras is an associate professor in the Department of Civil and Environmental Engineering and Affiliated Faculty in the Energy Science, Technology and Policy Program at Carnegie Mellon University. His research spans energy, climate change, automation, and defense analysis. He directs the Center for Engineering and Resilience for Climate Adaptation and is Co-Director of the Power Sector Carbon Index. He is a fellow in Carnegie Mellon's Scott Institute for Energy Innovation and by courtesy, a faculty member in both the Department of Engineering and Public Policy and CMU's H. John Heinz III College of Information Systems and Public Policy. Costa received a joint Ph.D. in Civil and Environmental Engineering and Engineering and Public Policy and from Carnegie Mellon, a M.P.A. in Public Policy from the Wagner Graduate School of Public Service at New York University, and a B.S. in Civil Engineering from Bucknell University.

    Kevin McPherson

    PRINCIPAL CONSULTANT, TRANSPORT RESEARCH LABORATORY

    Kevin McPherson is a Principal Consultant in asset management with TRL Ltd in UK. He joined TRL in UK in year 2017, before that he had extensive experience in design and implementation of planning systems overseas. He has been technical specialist on many planning projects in Asia and Africa, with responsibility for design, embedment and training of processes and systems. Kevin has very strong technical experience in Geographic Information Systems (GIS) and related areas including Building Information Modelling (BIM). In India, he has worked in Gujarat, Karnataka, Odisha, and Sikkim.

    S.K.Nirmal

    ADG, MORTH & SECRETARY GENERAL, INDIAN ROADS CONGRESS

    S.K. Nirmal is currently Secretary General of the Indian Roads Congress. He has been associated with IRC for more than 30 years. Mr. Nirmal joined the Ministry of Road Transport & Highways, Government of India in 1986. From 1986 to 2017 he worked at various offices of the ministry, in various capacities. He also worked in the National Highways Authority of India (NHAI) during 2003-2009 as General manager and 2009-10 as Chief General Manager. He has received his Master’s in Road Engineering from DELFT, The Netherlands.

    Francesco Geri

    PRESIDENCY OF COUNCIL OF MINISTERS, ITALIAN CIVIL PROTECTION DEPARTMENT

    Since 2006 Mr. Francesco Geri had been working in the Department of Civil Protection of the Presidency of the Council of Ministers. Lieutenant colonel of the Italian Fire Brigade until 2005. He is currently responsible for the sectors of industrial risk, transport of dangerous substances, critical infrastructures and for national nuclear radiological risk planning. He worked as a coordinator in the management of emergencies related to various types of risk including seismic, volcanic, hydrogeological, tsunami, industrial risk. He also has experience in the NBCRE (Nuclear - Biological - Chemical - Radiological) sectors, large mass events and of particular institutional importance. For over 25 years he has been involved in activities related to risk management, with experience in the field of risk analysis, forecasting, prevention, planning, emergency management up to the restoration of normal conditions.

    Rowan Douglas

    HEAD OF THE CLIMATE AND RESILIENCE HUB, WILLIS TOWERS WATSON

    Rowan Douglas is head of the Climate and Resilience Hub at Willis Towers Watson, supporting the management, regulation and financing of risks from climate, terrorism, cyber and other perils. He is also chair and creator of the Willis Research Network (WRN) that links more than 60 organizations in science, academia, think-tanks and the private sector to confront risk modelling challenges. In 2015, he founded the Insurance Development Forum with the World Bank, UN and global industry leaders to address the UN 2030 Sustainable Development Goals and Paris Agreements. He holds a Bachelor’s degree in Geography and a M. Phil in Geographical Science from University of Bristol.

    Kamal Kishore

    MEMBER, NATIONAL DISASTER MANAGEMENT AUTHORITY

    Kamal Kishore has worked on disaster risk reduction and recovery issues for over 22 years at the local, national, regional and global levels. Prior to joining the National Disaster Management Authority, he worked with the United Nations Development Programme (UNDP) for nearly 13 years in New Delhi, Geneva and New York. At UNDP headquarters he led global advocacy campaigns to address disaster risk reduction concerns in the UN’s Sustainable Development Goals and the post-2015 development agenda. As programme advisor, he also led the development of disaster and climate risk management related elements of the UNDP Strategic Plan (2014-17). Prior to UNDP, he served at the Asian Disaster Preparedness Centre as Director of Information and Research, and Manager of the Extreme Climate Events Programme covering Indonesia, the Philippines and Vietnam. Kamal Kishore has a Bachelor’s degree in Architecture from the Indian Institute of Technology, Roorkee, and a Master’s degree in Urban Planning, Land and Housing Development from the Asian Institute of Technology, Bangkok.

    Abhas K. Jha

    PRACTICE MANAGER, CLIMATE CHANGE & DISASTER RISK MANAGEMENT, THE WORLD BANK GROUP

    Abhas Jha is Practice Manager, Climate Change and Disaster Risk Management, South Asia Region within the Urban, Resilience and Land Global Practice for the World Bank. He leads a global team working on infrastructure lending, technical assistance, and advisory services within the World Bank. Abhas works on cities, infrastructure finance and economics, technology, climate risk and resilience, and public policy. He has been with the World Bank since 2001, working on policy reform and development finance in a variety of countries. Abhas earlier served as Adviser to the World Bank Executive Director for Bangladesh, Bhutan, India, and Sri Lanka. He was for 12 years a member of the Indian Administrative Service (the national senior civil service of India) in the Government of India (in the Federal Ministry of Finance and earlier in the state of Bihar).
