The objectives of this Workshop are to present and discuss the results of the World Bank Technical Assistance activity on Scaling Up Energy Efficiency in Buildings in the Western Balkans. The Workshop will bring together country representatives from the six Western Balkan countries and will cover four topics in greater depth: (i) establishing and operationalizing an Energy Efficiency Revolving Fund; (ii) energy service company (ESCO) business models and market development; (iii) municipal financing and budgeting practices for energy efficiency in public buildings; and (iv) residential energy efficiency financing and incentive programs. For each of the four key topics, the discussions will include presentations of draft Guidance Notes, as well as presentations by practitioners from neighboring countries that have implemented similar programs.
