Consultation: Tajikistan Environmental and Social System Assessment Report for the Tax Reform Project

This online consultation seeks your feedback on the findings of the Environmental and Social System Assessment (ESSA) Report prepared for the new Tax Reform Program being designed for Tajikistan. The Project team welcomes views from business associations, civil society organizations, the academic community, think tanks, individual experts and citizens to finalize the ESSA report to ensure sustainable environmental and social benefits of the program implementation.

About the Environmental and Social System Assessment

The Environmental and Social System Assessment (ESSA) identifies the key environmental and social risks (E&S) that may affect the achievement of the development outcomes of the Program, assesses the borrower’s (Government of Tajikistan) ability to manage those risks, and recommends additional measures if needed.

The purpose of the ESSA is to ensure consistency with the World Bank Policy: Program-for-Results Financing (Policy) and the Bank Directive: Program-for-Results Financing (Directive). The Policy and the Directive set out core principles and planning elements used to ensure that Program operations are designed and implemented in a manner that maximizes potential E&S benefits, while avoiding, minimizing, or mitigating E&S harm.

The ESSA Report draws upon all available information, including interviews with key informants, as well as research by other international and domestic partners and incorporates feedback received during stakeholder consultations. It presents gaps identified and provides recommendations to fill those gaps to effectively manage potential environmental and social risks. 

Who has been engaged?

Consultations were carried out with key stakeholders during September-November 2020. A World Bank task team met with a wide range of stakeholders, including government counterparts, development partners, private sector representatives, civil society organizations, and sector experts. In addition to face-to-face and virtual consultations, online platforms will allow people to submit questions and comments.

The objective of this online consultation is to seek broader feedback and comments from all interested parties, locally and internationally, on the findings of the Environmental and Social System Assessment Report, the full text of which is available on this page. The World Bank Group looks forward to receiving views from civil society organizations, the academic community, think tanks, individual experts, and other stakeholders to finalize the document and to ensure sustainable environmental and social benefits of the program implementation

The online consultation period is open from Monday, February 1, 2021 to Wednesday, February 16, 2021.
