OBJECTIVES
The main objectives of the Philippines Country Partnership Framework (CPF) Consultations are to elicit views of citizens and beneficiaries to strengthen the CPF’s relevance to the Philippine context; foster strong CPF ownership by key stakeholders, including government; and promote alignment with national priorities and complementarity with other Development Partners. The consultations will aim to be transparent, by providing a readout of key takeaways after the events; inclusive, by creating space for a range of voices; participatory, by allowing sufficient time and translation for stakeholders to actively engage; and meaningful, by taking participant feedback into account.
KEY STAKEHOLDERS
Consultation meetings will be conducted with a wide range of stakeholders, including:
- Government agencies: National and Local government agencies, including economic agencies, line agencies, policymaking bodies, and other commissions.
- Development partners: Multilateral and bilateral development partners working in various sectors
- Civil Society Organizations: International non-profit organizations and local non-profit associations, private foundations, labor groups, think tanks, academia and policy research groups
- Private sector: Representatives from the business sector, including Chambers of Commerce, small and medium enterprises, and business groups
LOCATION AND PARTICIPANTS
The World Bank team will visit four regions representing the three major island groups Luzon, Visayas, Mindanao, and the National Capital Region.

ENGAGEMENT PROCESS
The CPF consultation process will include both face-to-face meetings as well as use of an online/social media platform to enable participation by a wide range of stakeholders.
The structure of face-to-face meetings will include plenary presentations and discussions as well as focus group discussions.
Online engagement will complement the face-to-face meetings and engage social media users in the country and abroad. An online survey form and online discussion space in Filipino and English language will be available.
