Ivan Shulga


Ivan Shulga is a Senior Social Protection Specialist in the World Bank’s Europe and Central Asia (ECA) Region Social Protection & Jobs Global Practice.

A Russian national, Mr. Shulga joined the World Bank in 2005, and has supported implementation of over 70 Bank operations in ECA region (including in Russia, Armenia, Uzbekistan and Tajikistan). His professional experience covers various areas including participatory budgeting, community-driven development, and social assistance.

Since 2007 Mr. Shulga leads the team that supports design implementation of the Local Initiative Support Program (LISP) and other participatory (initiative) budgeting in Russia regions. Since 2016 his work focuses on supporting national level initiatives aimed at scaling up successful participatory (initiative) budgeting experiences and strengthening mechanisms for engaging in PB underrepresented and socially vulnerable groups of population (primarily people with disabilities and youth). 

Prior to joining the Bank Mr. Shulga held a Senior Researcher position in Lomonosov Moscow State University, Russia.
