Issa Diaw is the World Bank's Resident Representative for Guinea since July 1, 2023. He previously was the Deputy Director of Operations for the Democratic Republic of Congo, Angola, Burundi, and Sao Tomé. A Senegalese national, he joined the Bank in 2008 as a senior electrical engineer after a 23-year career in the energy sector. He has held several positions as a senior energy specialist in the South Asia and Africa regions, then as manager of World Bank Group infrastructure programs covering Angola, Cameroon, Gabon and Sao Tome and Principe.
An electromechanical engineer, he is a graduate of the École Supérieure Interafricaine d'Electricité, and holds a master's degree in energy systems with a concentration in economics and management from the École Polytechnique Fédérale de Lausanne, Switzerland, and a specialized master's degree in power system design and operation from the Institut National Polytechnique de Grenoble, France.
