The International Bank for Reconstruction and Development hereinafter referred to as “WBG”, invites Proposals from Offerors interested in providing WBG’s publication fulfillment and distribution services for for the World Bank Group HQ in Washington, D.C.

Scope of Work
Offeror shall provide full- service solutions for the WBG’s publication fulfillment and distribution operations which will include, but is not limited to:
a. Publications warehousing and inventory management
b. Receipt and processing of orders including picking, packing, and shipping
c. Provision of customer service
d. Sell and promote WBG publications through global distribution networks and partnerships.
e. Provision of efficient and cost-effective print-on-demand, integrated into the fulfillment workflow. 
f. Management of account receivables and collections. Provision of complete, accurate, and timely accounts receivable information.
g. Maintenance and update of customer records and offering of a close- to- real time reporting system.
h. Offeror to limit subcontracting practices to a minimum

Firms must meet all the mandatory criteria outlined below to be considered as eligible for technical evaluation:

- Evidence of a minimum annual revenue of at least USD 750,000 or equivalent in local currency for each year.
- Evidence of consistent profitability for two (2) years of its operations in the last three (3) years (i.e., by showing a consolidated profit before taxes in the last two years)
- Offeror must provide the full-service distribution which includes warehousing, inventory management, just in time order fulfillment, and billing and collections for the WBG Publications
- Offeror must have the ability to produce and deliver high-quality bound single copy print on demand publications through its global affiliates and network, when ordered by customers.
-Offeror should have the ability to make books available to a broader network of channels with no inventory.
- Offeror should provide a dedicated resource for publications marketing and sales, ensuring WBG books are placed in markets and channels that maximize the organization’s knowledge dissemination. 
- Offeror should allow a direct access to sales/marketing team throughout product lifecycle for market feedback and analysis, sales projections, and marketing strategy.
- Any other criteria included in the RFP documentation

The WBG reserves the right to publicly disclose contract award information, including but not limited to, name of company receiving the award, brief description of services, and contract award amount, for any contract award valued over US$250,000. Offeror's proposal and contractual documents will remain confidential and therefore not subject to disclosure.
