SOCIAL SPECIALIST FOR THE GOVERNMENT OF MALAWI

The World Bank Group is supporting the Government of Malawi in conducting the solicitation process to identify qualified individuals for certain consulting assignments. The Government of Malawi (the “Procuring Entity”), through the World Bank (the “Bank”) invites proposals from individual consultants for the provision of consulting services as Social Specialist. The primary objective of the assignment is to assist the Ministry of Energy in ensuring the adequacy of Mpatamanga Hydropower Project Environmental and Social Safeguard (ESS) instruments in integrating the social safeguards. The Consultant will ensure the developed ESS tools are aligned to the national land, gender and social, stakeholder management, labour management and health and safety legislation as well as Malawi Environmental and Social Impact Assessment requirements, World Bank environment and social safeguards policies, IFC Performance standards and international best practices.
Qualified individuals will have, among other requirements:
• At least 12 years of relevant experience in identification and management of social risks and impacts, particularly in the planning and implementation of large and complex land acquisition and resettlement process
• Experience in the field of Social development at national level or international organization, and donor projects handling environmental and social aspects of infrastructure projects i.e. hydropower projects and/or civil works projects of various scale.
• Demonstrated track record in working with national environmental and social legislations and standards, World Bank Social standards and IFC performance standards

NOTE: This is not a solicitation of services for the benefit of the World Bank Group. Selection of the consultant will be done by the Procuring Entity for its own benefit and any resulting contract will be directly between the Procuring Entity and the consultant. The Bank does not directly or indirectly act as an agent or representative of the Procuring Entity. The Bank’s role is limited to facilitating the solicitation process through issuance of solicitation documents, communications with individuals wishing to participate in the solicitation and receiving responses. The Procuring Entity has sole and exclusive responsibility over the substantive aspects and overall outcome of the solicitation, including addressing through the Bank all requests for clarification received from participants during the solicitation process, constituting the evaluation committee, evaluating responses, selecting the consultant for award or otherwise terminating the solicitation process. By issuing this solicitation and receiving responses in support of the Government of Malawi, the Bank neither endorses the assignment subject of the solicitation nor make any representation regarding the outcome of the process. The Bank will have no role in negotiations between the Procuring Entity and the consultant selected by the Procuring Entity, or in providing debrief to unsuccessful participants in the solicitation process.
The WBG reserves the right to publicly disclose contract award information, including but not limited to, name of company receiving the award, brief description of services, and contract award amount, for any contract award valued over US$250,000. Offeror's proposal and contractual documents will remain confidential and therefore not subject to disclosure.
The World Bank reserves the right to reject any or all responses without recourse.
