The assignment aims to develop a draft national tolling and axle load control policy to support the Government of Liberia in enhancing the sustainability and climate resilience of its road assets. It will assess the feasibility of tolling and axle load control systems in Liberia and develop a practical guidance note for road asset management through innovative performance-based contracts for rehabilitation and maintenance.
