The Geospatial Women’s Employment Analytical Framework (GeoWEAF) was developed by the World Bank Group’s Geospatial Operational Support Team (GOST) to evaluate geographic areas based on their level of support for enabling women’s employment and business opportunities. It comprises 15 key spatial factors; organized into three dimensions: Contextual; Accessibility; and Place Characterization.Developed by the World Bank; the Gender Enabling Environments Spatial Tool (GEEST) is a QGIS plugin developed for the practical implementation of GeoWEAFThe objective of this assignment is four-fold. Firstly; a series of enhancements are necessary for improved analytics for selected GEEST indicators; that would result in a more accurate WEE score. Secondly; the GEEST tool will be updated to allow for analysis at different scales: regional; national and local. Each choice will have implications on the indicators that are computed for deriving WEE. The Regional analysis will allow for large-scale analysis and will be compatible with the S2S database. GEEST should be able to consume S2S data and provide outputs aggregated at H3l6 index level. The national level indicators would mostly retain the current analysis with some exceptions; as indicated below. Lastly; the local (urban) level indicators will have their own distinct thresholds which must be reflected in the tool. Thirdly; GEEST must be improved to support users with the data collection process and with data filtering based on urban/rural settings.Lastly; the consultant is expected to provide Operation and Maintenance support to the project team for 12 months; to ensure that any bugs or issues identified upon public launch of the tool are fixed.
