In Fiji; forests; marine resources; agricultural production; and nature-based tourism are all crucial to its economy. the National Climate Change Policy 2018 - 2030 has promulgated a vision of “a resilient and prosperous Fiji; in which the wellbeing of current and future generations is supported and protected by an equitable; socially inclusive; low carbon; and environmentally sustainable economy.” In alignment with this vision; developing and implementing a sustainable natural resource sectors – in forestry; fisheries and agriculture- is a key priority for Fiji’s national climate change response. This includes key interventions such as improving land use management planning processes; reforestation/afforestation; climate smart agriculture; and promoting sustainable; low-carbon livelihoods of communities. Fiji faces challenges in land management and resource degradation. Effective watershed management; efficient agricultural water use; biodiversity conservation; and deforestation reduction are important for long-term productivity. Urban development has led farmers to move into previously forested areas and increased monocrop farming has resulted in deforestation and unsustainable practices. Sustainable agricultural practices and community initiatives that reduce the demand for timber products can help alleviate pressure on forests. The Ministry of Agriculture and Waterways (MoAW) supports various climate-smart agriculture and low carbon livelihood programs; including integrated cropping; agroforestry; revitalization of native seeds; and use of organic fertilizers. The MoAW also assists smallholder farmers in converting waste into biogas and transforming fresh produce into higher value consumer products.  In Fiji; the World Bank; through the Emission Reduction Program (ERP) is supporting efforts to lower carbon emissions through activities such as reforestation; sustainable land management and climate smart agriculture. The ERP aims to make payments to the Government of Fiji for measured; reported; and verified Emissions Reductions (ERs) from reduced deforestation and enhancement of forest carbon stocks (REDD+) at the national level. Enabling Access while Lowering Emission (EnABLE) Fiji Program aims to support the effective engagement of targeted Indigenous Peoples (IPs) and local communities (LCs) in emission reduction program. The program particularly targets more remote rural communities that may not be able to access the benefits intended through the ERP. It also aims to facilitate activities to support pre-conditions for IP and LCs to participate in ERP including enhancing engagement in sustainable land use management and promoting climate smart; low carbon livelihoods that are foundational for emission reduction and reduce pressure on forest. This  In alignment with the EnABLE objectives; the World Bank; in partnership with the MoAW seeks an organization/consulting firm to support activities to enhance IPs and LCs’ capacity in sustainable land use management and climate smart agriculture. This consultancy will particularly focus on several key activities: (i) Increase capacity of communities; including women; youth and other minority groups on sustainable resources management and climate smart agriculture. This will include developing and rolling out training of trainers engaging extension officers; conservation officers and communities in the targeted sites (ii) establishing a value adding agribusiness model at community level; with particular focus on Cassava Flour which would also serve to decrease the reliance on wheat imports in Fiji and enhance the countries’ food security.
