IntroductionThe Government of Timor-Leste has committed to developing wind energy as part of its energy transition plan to expand its renewable energy generation. As part of this commitment; it has committed to undertake a full assessment of the feasibility of developing a 50MW wind power project across two identified sites. The sites have been selected based on a pre-feasibility study supported by the International Finance Corporation (IFC); which included screening and an assessment of multiple candidate sites.As part of the project planning and preparation; the International Finance Corporation (IFC); is supporting Eletricidade de Timor-Leste (EDTL); under the Ministry of Public Works (MoPW); with undertaking a Biodiversity Study and a Wind Measurement Assessment in accordance with local regulatory requirements and international best practices. As part of this engagement; IFC is seeking to engage a qualified and experienced consultancy firm to undertake the Biodiversity Study and  the Wind Measurement Assessment to collect and analyse wind data at the two project sites.The Consultant is required to demonstrate its experience in completing wind measurement assessments and biodiversity studies for wind power projects.  Objective of the AssignmentThe consultancy services will support IFC with the following key scope of work:*Biodiversity Study: To assess ecological and biodiversity conditions within and surrounding the project site; identify any critical habitats; assess potential project impacts; and recommend mitigation measures aligned with local law and IFC Performance Standards. The study will be for a period of 12 months to capture any seasonal variation and migratory patterns.*Wind Measurement Assessment: Install and commission met masts and wind measurement equipment at the two project sites. Collect and analyse data to assess the wind resource potential in accordance with the measurement specifications and standards to be provided by the EDTL/MoPW. The wind measurement data and report will be provided by EDTL/MoPW to bidders during the bid process; to allow for more precise forecast around energy production profiles and; consequently; feed into the pricing of bids.3. Scope of ServicesThe scope of services will include; but will not be limited to:A. Biodiversity Study*Baseline surveys of flora; fauna; and habitats*Identification of protected or endangered species*Mapping of critical biodiversity areas*Stakeholder consultation with local communities and relevant authorities*Impact assessment and mitigation planning*Preparation of a comprehensive biodiversity reportB. Wind Measurement Assessment*Installation of met masts and LiDAR/SODAR systems*Data collection; validation; and statistical analysis*Wind speed and direction profiling*Turbulence; shear; and extreme wind analysis*Preparation of a wind measurement and resource assessment reportNote the detailed Terms of Reference will be uploaded as part of the RFP.
