The IFC is seeking to hire a consultant for the Personnel licensing expert (Consultant) to assist CAA of Kyrgyz Republic on activities that aim at certification procedures for commercial; general aviation and non-commercial transport organizations. The consultant is expected to assist CAA and key responsibilities will include the following tasks:  1.      Support in reducing regulatory barriers in tourism by:                     i.            Provide advice and assistance in the implementation of the ICAO Correction Action Plan;                  ii.            Reviewing the organizational structure of the Personnel Licensing Division; its office management and staff capacity to perform licensing functions;                iii.            Reviewing the licensing requirement and procedure for compliance with the latest ICAO Standards and Recommended Practices and guidance materials for the issuance; validation and renewal of licenses; including medical examination of licenses applicants and holders;                iv.            Provide advice and assistance in the development of the Aviation Regulations of the Kyrgyz Republic - 1 (Issuance of Certificates) in accordance with the latest ICAO Standards and Recommended Practices and instructional materials on issuance; confirmation and renewal of licenses; including medical examination of licenses applicants and holders;                  v.            Provide advise and assist in the development of revised regulations; procedures and requirements for the licensing of aviation personnel for all licenses; ratings and certificates issued by the State Civil Aviation Agency and for the designation of organizations and/or individuals to perform licensing related tasks.                vi.            Provide advise and assist in the establishment of a centralized licensing authority within the State Civil Aviation Agency to enable it to perform all the necessary functions of a fully functioning Personnel Licensing Division;              vii.            Provide advise and assist in the development of procedures and guidelines for the processing of applications for licenses and ratings; Consultant task is provide recommendations and advice that will help CAA respond to ICAO audit and set the process in motion to address related issues in the ICAO audit.  Consultant will not be required to work with CAA on implementation of these recommendations.2.      Prepare progress report with key milestones as requested by the IFC Project Leader (PL).
