IFC is seeking to appoint a Technical; Environmental and Social (E&S) consultant (the “Consultant”) to support IFC and Hidroeléctrica de Cahora Bassa SA (“HCB”) .The Consultant will analyse and evaluate the development of a large-scale greenfield solar plant (up to 400MW) in Matambo; Tete Province; in central Mozambique (the “Project”); through a technical pre-feasibility study and an E&S screening and scoping; covering the solar PV generation plant; grid connection infrastructure; and other associated facilities. The Consultant should as part of the study analyse and recommend the most appropriate initial capacity of the plant (e.g.; 100 MW); considering immediate grid constraints; reservoir storage limits; economies of scale; likely market interest; etc. as well as the requirements and phasing to reach up to 400 MW capacity if required. HCB has identified two sites to be considered; including a 1400-hectare and 500-hectare site respectively; in proximity to the Matambo substation.The assignment will be split into two phases; which will both be completed by the Consultant. The two phases may be conducted partly in parallel.
