The primary objective of the Consultancy is to design and implement a comprehensive survey of the freight transport and logistics services users (cargo generating firms) in priority value chains in the 10 Norte Grande provinces of Argentina as well as to understand the remaining electricity and digital connectivity gaps from the perspective of these same firms. The analysis will aim to identify spatial differences in the perceived transport; logistics; electricity; and digital connectivity issues across the cargo generators operating in different value chains and across the provinces of Norte Grande.The assignment will help answer the following questions:1. What are the transport and logistics costs and perceived service quality in Norte Grande from the cargo generators’ perspective? What are the principal cost components? 2. What are the other mode choice drivers besides costs; and in what value chains and on what corridors in Norte Grande could rail or waterways play a more prominent role?3. What are the digital and electricity access gaps from the perspective of key production sectors and value chains in Norte Grande; in particular in terms of service quality/reliability? How do these gaps spatially overlap with transport connectivity gaps?
