Under the Partnership for Market Implementation (PMI)  just in time support window; the World Bank is seeking to hire consulting services to support the Government of Brazil on its trajectory towards implementing an ETS. The objective of the assignment is to develop a hands-on Roadmap for the implementation of an ETS in Brazil (‘Roadmap’).The Roadmap must observe the characteristics of the system described in the Bill of Law put forth by the Executive branch of government; considering the milestones towards successful operation; such as:  1. Preparation and inception; including development and passage of framework legislation; it also includes establishing and communicating policy objectives and timelines.2. Technical design; including development of policy and preparation of subordinate legislation.3. Stakeholder consultation; including informing and seeking feedback across federal and state governments; businesses; and civil society.4. Operationalization; including implementation of monitoring; reporting and verification (MRV); administration; and compliance and enforcement. This includes consideration of gradual or phased implementation (e.g. Pilot Phase) as well as the need to develop specific systems and infrastructure (e.g.; auction systems; registries; and reporting systems). 5. Evaluation; including policy review and refinement and the process and timing for undertaking and implementing such evaluations.The objective of the Roadmap is to detail all the steps that are required to successfully implement the proposed ETS in Brazil. The Roadmap should identify the steps and elements required to operationalize the ETS with an emphasis on the activities and tasks required to be undertaken once the Bill of Law is approved. This also requires identification of additional activities required to facilitate implementation; such as future work to identify and evaluate implementation options for specific ETS Implementation elements and/or ETS design choices. Figures 1 and 2 present some examples of the key aspects that shall be considered during the preparation of the Roadmap.
