Ethiopia Wind : Supplementary Technical and E&S Due Diligence for Aysha III

IFC’s PPP Transaction Advisory Department (“IFC Advisory”) has been supporting the Government of Ethiopia (GoE) on the implementation of up to 275 MW of grid-connected wind installations at two sites (Aysha III and Debre Birhan) on a Public-Private Partnerships (PPP) basis. IFC Advisory’s role is to support GoE structure and procure the two wind IPPs through a process comprising of project preparation and due diligence; the output of which will be used to define the transaction structure. Thereafter; IFC will support GoE with bid preparation and the tender process; with IFC Advisory providing support until a winning bidder is selected and commercial close is reached. In relation to the Project; a technical; environmental and social (E&S) consultant (“Current Consultant”) has been retained by IFC Advisory. Additional tasks have been identified that are not covered in the Current Consultant’s Terms of Reference. These tasks relate to a newly proposed interconnection line that has not yet been assessed. Rather; the Current Consultant assessed an interconnection line that is no longer being considered. The focus of this work is to conduct the assessments to determine the feasibility and the E&S risks associated with the proposed powerline Right of Way (RoW). A new technical and E&S consultant (“New Consultant”) will be hired for this purpose. The Scope of Work is designed to integrate the technical and E&S aspects of this undertaking. The New Consultant will require an integrated team in order to ensure that both workstreams are based on shared information and an approach that adequately addresses both technical and E&S risks.The assignment includes the following for Aysha III site only:*Assess grid connection and site infrastructure requirements*Conduct grid integration study*Draft outline design of grid connection* Assess E&S risks associated with proposed transmission line*Draft addendum to the existing E&S Scoping Report
