IFC is seeking an international firm to conduct an assessment of what the governments and private sector (including IFC) can do to significantly increase the ITO talent supply in the MER region and grow ITO sector employment.  The assessment is expected to include the following three components: 1.Conduct a deep dive assessment in the three pilot countries Jordan; Iraq; Pakistan.  This would mainly include: i) assessing the size of the ITO sector especially in terms of ITO exports; FDI and larger local companies; and total employment; ii) assessing the ITO training landscape in each country especially with regards to the key private training providers. 2.Conduct relevant case studies to analyze how other economies of similar size have grown their ITO sector in the past 10 years. The suggested countries are Poland; Bulgaria and Brazil. 3.Engagement with international and large scale ITO training providers based in GCC; South Asia; EU and the US to understand the conditions that need to be in place for them to consider expanding into the region as well as the likely business and financing model under which such expansion would be feasible and could be realized.
