The specific objectives of this assignment include: A.      Viability Assessment for the Conversion of ICE vehicle to EV or HVi.         To assess the technical feasibility of converting ICE vehicles to EVs or HEVs in Nepal; including identifying the safety; reliability; and quality requirements for the conversion process – based on both local and international experience.ii.       To assess environmental and social benefits and undertake an economic cost-benefit analysis of ICE to EV conversion; including assessment of the Total Cost of Ownership of different classes of converted EV and recommend potential financing models for individual and organization-level conversion. The environmental impacts of conversion from ICE to EV should be considered including the disposal and recycling of ICE equipment as well as recommendations for handling; disposal; and recycling of EV batteries. iii.     To assess the policy; regulatory; institutional; and procedural barriers to ICE to EV conversion in Nepal and develop specific recommendations of technical guidelines and regulatory amendments. Relevant international and regional experiences with ICE conversion to EV should be analyzed and best practices should be identified. B.      Assessment of Testing Protocol for the Imported and Locally Manufactured EVsi.         To assess the international practices related to the testing protocol for EVs (two-wheelers and four-wheelers including buses). Relevant international and regional experiences with developing testing protocols for imported and locally manufactured EVs should be analyzed; and best practices should be identified.ii.       To provide technical recommendations for a standardized testing protocol outlining the safety and performance standards for the imported and locally manufactured EVs.
