Field-Level Leadership (FLL) is a values-driven change management approach with a growing record of being able to mobilize staff across the ranks of water agencies; translating their motivation into systemic and significant performance improvements at the organizational level. The FLL approach was developed in early 2000s by a group of public servants in the Government of Tamil Nadu in Southern India. The Chennai-based Centre of Excellence for Change (CEC); in collaboration with the World Bank; has further improved and systematized the FLL approach over the last 15 years; through numerous pilots implemented in World Bank-financed projects. These pilots have spanned 13 public utilities; agencies and departments in Asia and Africa.FLL services are not widely available to date; mainly limited by the constrained delivery capacity; and therefore a new operational set-up is required to allow delivery at scale. Currently; FLL delivery to water agencies that are part of World Bank projects is based on a loose collaboration between the World Bank’s FLL team; CEC and the Addis Ababa Water and Sewerage Authority (AAWSA). To meet the growing demand for FLL services; a new delivery model needs to be designed and operationalized; that can allow FLL service provision to the interested agencies (supported by the World Bank and other development partners); through CEC and its FLL Peer Learning Institutions (such as AAWSA). In this context; an “Anchor Organization” will be recruited to design; operationalize and manage the FLL delivery network in a pilot phase.The objective of this assignment is to build and perform the functions of an emerging “Anchor Organization” and in doing so; to support the creation of an “FLL ecosystem” more broadly and the future “FLL Delivery Network” more specifically.
