IFC; a leading investor in private health care in emerging markets; aims to expand access to high-quality; affordable; and appropriate care in collaboration. Together with the World Bank; and in consultation with leading global health experts; has developed the Ethical Principles in Health Care (EPiHC): www.epihc.org. The EPiHC is a set of ten concise; pragmatic; and universally applicable shared values/core beliefs to promote ethical conduct and to help guide the decision making of organizations participating in health care provision. EPiHC supports the overall development objective of creating stronger healthcare providers; more robust healthcare systems; and ultimately improved access to high-quality; affordable healthcare. When healthcare providers adopt ethical principles and implement changes within their organizations to align with them; it benefits their staff and the patients and communities they serve.Currently; the IFC is serving as the secretariat of the initiative with the support of the government of Japan and more than 290 EPiHC Signatories. EPiHC is committed to supporting the signatories and raising their and their employees' awareness of the ten ethical principles. To achieve this; EPiHC is seeking a vendor with expertise in designing online courses to design and develop an interactive self-paced course; for healthcare provider organizations to be hosted on the World Bank Group Open Learning Campus. SCOPE OF WORK:The tasks to be performed by the selected vendor will include the following: 1.           Course Outline: Develop a detailed course outline; including modules; lessons; topics to be covered; and the proposed interactive methodology. a.           The course is expected to be used by signatories to orient their employees on ethical principles.b.           The outline should balance the breadth of the principles and the depths of information provided in each principle; providing enriching learning experience to the participants.c.           Include real-life scenarios and examples of what can go wrong and how to ensure more mature ethical behavior.d.           Incorporate the inputs provided by the EPiHC team and other experts consulted by the EPiHC team.e.           Vendors are recommended to consult with subject matter experts on healthcare ethics.2.           Content Creation: Develop the written content for each module; including real-life scenarios; ensuring clarity and accuracy. The content should be concise and comprehensive; covering all ten ethical principles.3.           Interactive Multimedia Integration:  Produce and propose the appropriate visualizations and interactive multimedia elements to enhance user engagement and reinforce learning. The design should be user friendly; and visually appealing promoting easy navigation and access to course content; adhering to the World Bank Group Open Learning Campus standards requirements.

The WBG reserves the right to publicly disclose contract award information, including but not limited to, name of company receiving the award, brief description of services, and contract award amount, for any contract award valued over US$250,000. Offeror's proposal and contractual documents will remain confidential and therefore not subject to disclosure.
