The Government of Tanzania’s Dar Rapid Transit Agency (DART) is implementing a Bus Rapid Transit System in six phases that will be integrated and work as one system; to contend with urban mobility challenges. DART has requested IFC to support as Transaction Adviser in the procurement of private operators who will operate and manage bus services for phases 3 and 4 of the DART BRT system (individually or jointly; the “Project”). Each phase will be analyzed and tendered separately.IFC; the lead transaction advisor to DART; is hiring an Environmental and Social (E&S) Consultant to serve as E&S advisor and conduct E&S due diligence of the project.One of the outputs of the Consultant’s services will be an Environmental and Social Due Diligence Report to inform IFC’s Transaction Structuring Report which sets out the project structure. The consultant will assist IFC in all E&S aspects of the Project; including review of and recommendations on the transaction structuring options as investigated by IFC; assistance in preparing and presenting E&S aspects of the Project; preparation of tender documents and project agreements and conducting a transparent bidding process.
