The Government of Tanzania’s Dar Rapid Transit Agency (DART) is implementing a Bus Rapid Transit System in six phases that will be integrated and work as one system; to contend with urban mobility challenges. DART has requested IFC to support as Transaction Adviser in the procurement of private operators who will operate and manage bus services for phases 3 and 4 of the DART BRT system (individually or jointly; the “Project”). Each phase will be analyzed and tendered separately. IFC; the lead transaction advisor to DART; is hiring a Legal Consultant to serve as legal advisor and conduct legal due diligence of the project. One of the outputs of the Consultant’s services will be a Legal Due Diligence Report to inform IFC’s Transaction Structuring Report which sets out the project structure. The consultant will assist IFC in all legal aspects of the Project; including review of and recommendations on the transaction structuring options as investigated by IFC; assistance in preparing and presenting legal aspects of the Project; preparation of tender documents and project agreements and conducting a transparent bidding process.
