The International Finance Corporation (IFC) has been approached by the Government of the Philippines through the Department of Transportation (DOTr) to assist in its efforts to mobilize the private sector via a Public-Private Partnership (PPP) for the development; rehabilitation; upgrade; expansion; operations and maintenance of the LRT Line 2 transport system in Metro Manila through a transparent and competitive bidding process (the “Project”). To support the Project; IFC seeks to hire a legal consultancy firm to provide IFC with advice on legal aspects related to due diligence and transaction structuring and implementation of the Project; including (i) legal due diligence of the Project under the BOT Law and its Implementing Rules and Regulations (IRR); (ii) preparation of tender documents; (iii) preparation of the project agreement(s) and other transaction documents; and (iv) assisting in conducting a transparent tender process up until commercial close. The firm will be expected to bring a legal firm that has experience in matters of Philippine Law as a partner for this assignment.
