The World Bank seeks proposals/expressions of interest(EOI) from competent firms for an assignment to identify structural challenges to resource mobilization in Guinea-Bissau and potential avenues for improvement as specified in these terms of reference (TOR). The assignment covers the following three matters in a sequential manner:
i) A functional review (FR),
ii) A taxpayer analysis and compliance risk management (CRM) strategy, and
iii) A related capacity building plan.
Guinea-Bissau’s tax administration (DGCI) is responsible for the collection and management of taxes in the jurisdiction it covers. The FR aims to support the World Bank in identifying any gaps or weaknesses in the administration's functions and processes that could hinder its ability to effectively collect and manage taxes. The taxpayer analysis (CRM) and consequent strategy aims to complement this by contributing to the World Bank’s knowledge to support the government of Guinea-Bissau in improving tax compliance in a holistic way. Building on the FR and CRM strategy, a capacity building plan for the tax administration would be developed identifying the main skill gaps to be addressed.
