Firm will provide consulting services to undertake a due diligence and options analysis (DDOA) to inform the Bank’s due diligence of the proposed investments in the government fiber optic backbone, and middle-mile and last-mile broadband connectivity infrastructure to reach geographically isolated and disadvantaged areas (GIDA) in the target regions in Mindanao. The outputs of the services will help the World Bank fill the knowledge gaps in demands for broadband connectivity, technical options to fill the connectivity gaps, environmental and social risks and mitigation measures in infrastructure investments, and cost and benefits of different implementation options. The findings of the study will help enable the Bank to carry out strategic dialogues with the government officials, development partners and other stakeholders, and carry out due diligence of the detailed project preparation work to be conducted by the Department of Information and Communications Technology (DICT).
